It stands for an totally incompetent leader of a country, supported by oligarchs. He's more of a puppet than a true leader.

Many years ago my grand-uncle (brother of my grandfather) found a cupper coin in his garden, in our town in Limburg.
It turned out to be a coin of the Empress Maria Theresia of Austria, it had her name and the year 1762 on it.

As a toddler I had to go to the hospital with my dad.
The medical procedures were hurtful.
First time I peed on my dad’s trousers.
Second time I wore plastic short pants.
After the procedure on the corridor my dad checked whether I peed.
